Mentor and Advisor

 Since 1999 Mr. Dampier has mentored and advised Institutional Presidents, Chief Justices, Executive Directors, Educators and Chief of Parties of local and international organizations in Europe and Asia. 

Mr. Dampier has proven experience as an educator.

Chief of Party

Mr Dampier has managed as Chief of Party international development portfolios in excess of 12 million USD.

Harold Dampier Jr assisted the establishment of legal clinics in Kosovo.

Educator

Mr Dampier has served as an educator in the design and creation of a judicial academy and continuous  legal education (CLE)  programs. He has also advised Magistrate Schools, Judicial Institutes and CLE Committees in three different continents. This includes training legal educators and designing curriculum.

Proven Experience

Since leaving his law practice in Houston Texas Mr Dampier has focused mainly on working in public service. This includes working with the American Bar Association CEELI project in Albania, International Bar Association in London, Advisor and Chief of the Legal System Monitoring Section of the Organization for Security and Co-operation in Europe (OSCE) in Pristina, Kosovo. This OSCE initiative addressed issues like protecting basic human rights and access to justice, to ensuring judicial independence. Harold Dampier Jr.’s responsibilities with the OSCE included managing dozens of international lawyers and local legal experts to monitor important trials and organize regular inter-institutional roundtables with Judges, Lawyers, Prosecutors, Police, and judicial decision makers, including the Ministry of Justice. Harold Dampier Jr. went on to serve chief of party roles with the National Center for State Courts (NCSC), promoting legal education and access to justice in both Pristina, Kosovo, and Dhaka, Bangladesh. Mr. Dampier has advised Free Legal Aid Agency operations as a strategic advisor to USAID Justice Matters Activity in Kosovo. He has also served as a legal education expert in the Caribbean.

Background

While working toward his bachelor of arts in political science at the University of Oklahoma, Harold Dampier Jr. became a Washington Semester scholarship winner to the American University (AU) in Washington, D.C. Completing an AU Washington Semester internship with Congressman David McCurdy, Harold Dampier Jr. served functions that included reviewing relevant legislation, speech writing and helping to resolve specific constituent issues. He subsequently completed his law degree at the South Texas College of Law Houston, where he earned his juris doctor with a strong interest in comparative law and civil trial advocacy.  As a litigator he worked on multinational cases for both plaintiffs and defendants which settled in excess of $300,000,000. Since then he has focused mainly on working in public service.
